• Wildfire - weekly mapped fires and burnt area (EFFIS statistics portal) — The portal has no documented public API or download for the weekly statistics (its internal JSON is not used - same standard as the Commission consultation portal, ruling 2026-09-04). Re-connected if EFFIS publishes an official feed; the official annual country totals are used as a ledger meanwhile.
• Extreme heat (Copernicus C3S, ERA5 daily statistics) — Requires a CDS account and token (publisher action) and a frozen definition of "heat" from gridded data; no ready-made EU27 indicator exists.
• Drought (Copernicus EDO, Combined Drought Indicator) — Published as 10-day raster grids (CC BY 4.0, reachable 2026-09-04); an EU27 area-share aggregation must be frozen in a definition before use. Also the first candidate of the planned water chapter.
• Meteoalarm weather warnings (EUMETNET) — Feed terms of use not verified; not used.

Method, scope, and why this chapter is not judged

• Mechanical counts only: event counts from official sources, as published. No damage figures, no casualties, no forecasts, no judgment — the status stays "observing".
• Regional profile: only hazards in this edition's profile are shown (earthquake daily; wildfire as an annual reference ledger). Extreme heat (Copernicus C3S) and drought (Copernicus EDO) are candidates until an account exists and an EU27 aggregation method is frozen in a definition. Seismic scales and hazard definitions differ across editions, so no cross-edition comparison.
• Definitions: earthquakes = USGS events M5.0+ per UTC day inside the stated bounding box (lat 27–72, lon −32 to 35 — covers all EU27 territory in Europe including the Canary Islands, the Azores and Cyprus, and neighbouring non-EU areas: "Europe vicinity"); wildfire = the EFFIS official country-totals workbook (burnt area in hectares and number of forest fires per country and year), summed arithmetically over the EU27 columns present — an annual reference ledger, not a series. The weekly statistics of the EFFIS portal are not used because the portal publishes no documented public feed (ruling 2026-09-04, same standard as the Commission consultation portal).
• Backfill: rows marked "backfilled" were retrieved on the day the chapter went live (earthquakes from 2026-08-01) and are kept apart from day-by-day observation.
• What this chapter can say: how many M5+ earthquakes occurred per day in and around EU territory, and how much area burned and how many forest fires were recorded per year in the EU27 as EFFIS publishes it.
• What this chapter cannot say: which facilities were affected, what the damage was, whether heat or drought threatened data centres (not yet observed), or whether the EU is safer or riskier than the U.S. or Japan.
• Boundaries: cooling degree days (a continuous load measure) live in the data-center chapter; drought belongs to the planned water chapter; grid operations belong to the electricity chapter.
