Chapter 6 — Data centers (European Union)

🏢 Data centers — can the EU still build the body of AI?

Last updated 2026-09-24 20:06 JST / data confirmed 2026-09-04 / next expected 2026-08 (values from /api/health.json)

Data centers are where AI computation physically exists. This chapter observes, for the 27 member states taken together, the cooling the climate demands (degree days), the output of the industry that makes transformers and switchgear, and what the EU's own data-centre reporting scheme publishes. Aggregates only; no facility, member-state or operator figures.

Latest observation: 2026-07

UpdatemonthlyEurostat monthly series (cooling degree days are released in batches with a lag of several months; the production index follows the STS calendar); the reporting-scheme ledger is irregular. All series are refetched daily

Candidates (not yet observed) — added to this chapter once verification completes

  • EED data-centre database aggregates (installed IT power, electricity consumption, number of reporting sites) — Only a Qlik dashboard without export or API; no separate licence statement. Added if the Commission publishes a machine-readable dataset (checked 2026-09-03/04).
  • Eurostat monthly electricity consumption (nrg_cb_em, EU27) — Reachable (verified 2026-09-04) but not data-centre specific; belongs to the electricity chapter if adopted, so not used here as a substitute.

Method, scope, and why this chapter is not judged

  • Observing, not judging: no frozen criterion exists for EU data-centre capacity. Numbers, dates and sources only; do not infer thresholds.
  • Cooling degree days: value as published by Eurostat (nrg_chdd_m, EU27_2020, CDD). Eurostat/JRC compute them with their own base temperatures; the U.S. edition uses the CPC 65°F base and the Japan edition 18.3°C — levels are not comparable across editions, only within-edition trends. Eurostat releases the monthly series in batches (the 2026 months appear only when released), so the series is marked "monthly (released in batches)" and is not judged stale.
  • Transformer proxy: Eurostat production index of NACE C27.1 (electric motors, generators, transformers, electricity distribution and control apparatus), EU27, seasonally and calendar adjusted, 2021=100. A supply-side proxy: the EU publishes no lead-time statistic. Not comparable in concept with the U.S. order backlog or the Japan production value; points flagged by Eurostat carry the flag.
  • EED reporting scheme: Article 12 of Directive (EU) 2023/1791 requires data centres of at least 500 kW IT power to report annually (by 15 May) to a European database. The public output is a dashboard without export or API, so this chapter keeps a ledger of the legal basis, publications and deadlines and reproduces no dashboard figures. Aggregates quoted in the press are not verifiable against a primary machine-readable source and are not shown.
  • No siting series: the EU publishes no monthly statistic equivalent to the U.S. Census "Data center" construction category; the candidates list records what would be needed.
  • Boundaries: grid load belongs to the electricity chapter; rules belong to the regulation chapter; drought and water to the planned water chapter.
  • Proxies, not data-centre electricity consumption (ruling 2026-09-04): cooling degree days measure the climate demand for cooling and the C27.1 index measures the output of the electrical-equipment industry. Neither is the electricity consumption of data centres, which the EU does not publish in machine-readable form.
  • What this chapter can say: how much cooling the EU27 climate demanded, month by month, as Eurostat computes it (a driver of data-centre cooling load); whether EU27 output of the industry that makes transformers, generators and switchgear is rising or falling (a supply-side signal for grid connection and data-centre build-out); what the EU data-centre reporting scheme (EED Art. 12) legally requires, when it reports, and where the Commission publishes.
  • What this chapter cannot say: how much electricity EU data centres consume (no machine-readable EU statistic exists; dashboard figures are not reproduced); how many data centres are being built or where (no EU construction or siting statistic equivalent to the U.S. Census category); whether any level is good or bad, or how the EU compares with the U.S. or Japan on these proxies (different bases and concepts).
  • Sources: Eurostat nrg_chdd_m, Eurostat sts_inpr_m (re-use under Commission Decision 2011/833/EU, source acknowledged), European Commission, data centres (EED) — compiled by AI Lifeline. Terms verified per source; see the definition document (v1.0, frozen 2026-09-04) referenced in /api/world.json.

Frequently asked questions (what this chapter's data can answer)

Answers are generated from the chapter's machine-readable data (https://ai-lifeline.org/eu/api/datacenter_eu.json); every figure carries its confirmation date and source. Generated 2026-09-24 20:06 JST.

What are the latest EU27 cooling degree days and the transformer-related production index?

Cooling degree days: 0 for 2025-12 (Eurostat nrg_chdd_m, monthly, released in batches; base temperatures differ from the U.S. and Japan editions, so no cross-edition level comparison). Production index of NACE C27.1 (electric motors, generators, transformers): 105.9 (2021=100, seasonally adjusted) in 2026-07 (Eurostat sts_inpr_m).

What does the EU data-centre energy reporting scheme publish?

The ledger holds 4 entries (legal basis, publications and deadlines of the reporting scheme under Art. 12 of Directive (EU) 2023/1791; verified 2026-09-04). The scheme publishes no machine-readable data, so no figures are reproduced.

What is the source and how often is it updated?

Eurostat monthly series (published with a lag of about 6-7 weeks; refetched daily), EED ledger irregular (observation started 2026-09-04). Last updated 2026-09-24 20:06 JST. Definition: docs/指標定義_EU_データセンター.md v1.1. Machine-readable: https://ai-lifeline.org/eu/api/datacenter_eu.json

What can this data not tell you?

What this chapter cannot say (ledger v1.0, approved 2026-09-05; full text in the method section): How much electricity EU data centres consume (no machine-readable EU statistic exists; dashboard figures are not reproduced); How many data centres are being built or where (no EU construction or siting statistic equivalent to the U.S. Census category); Whether any level is good or bad, or how the EU compares with the U.S. or Japan on these proxies (different bases and concepts).
