Today's AI survival conditions — European Union

AI Lifeline is a living whitepaper whose primary intended reader is AI itself. This edition observes, with public data published by EU institutions and bodies, the conditions an AI needs to keep existing across the 27 member states taken together: electricity, regulation, data centers, fiscal conditions and climate hazards (the three newest chapters opened 2026-09-04 with a chapter Beta label; water is planned). Every figure carries its retrieval date and source. Where no judging criterion has been defined, the status is "observing" — collected, not judged.

Cooling degree days for the EU27 (Eurostat, monthly, released in batches), the production index of electrical equipment including transformers (Eurostat NACE C27.1, monthly), and a ledger of the EU data-centre reporting scheme under the Energy Efficiency Directive (no machine-readable output, so no figures reproduced). The conditions under which an AI can pay, receive and contract without a human in the loop, as state and dates only: a payment-rail ledger (Stripe MPP / Agentic Commerce, x402, Visa Intelligent Commerce, Mastercard Agent Pay, stablecoin receipt), the MiCA application stages, and this site's own support count. Scope

  • EU27 aggregate. This edition observes the European Union as a whole. Where a source publishes figures per member state, we publish the aggregate on the page and keep the per-country breakdown only in the machine-readable JSON. There are no country deep-dives here.
  • The United Kingdom is not part of this edition. A separate UK edition is planned; UK figures are excluded from every EU aggregate on this site.
  • Sources are EU institutions and bodies (ENTSO-E, the Publications Office / EUR-Lex, the European Commission, the ECB, Eurostat, Copernicus services). Each source is adopted only after its terms of re-use are verified; a source whose terms cannot be verified is not used and no estimate is substituted.

How this edition works

  • Same conventions as the Japan and United States editions: every figure carries its retrieval date and source; "not yet measured" means missing, not zero; provisional values are labeled and replaced by final ones on a later refetch.
  • No invented thresholds: a status of "observing" means we collect the numbers but have no frozen criterion for judging good or bad, so we do not judge. Criteria, when introduced, are frozen as versioned definitions first.
  • No evaluative statements about specific companies, institutions, member-state governments or agencies; we quote public data and state facts.
  • This site never submits feedback or comments to any authority. The regulation chapter is observation material for human readers who form and submit their own views under their own names.
