Chapter 1 — Electricity (European Union)

⚡ Electricity — is there enough power for AI in the European Union?

Last updated 2026-09-24 20:06 JST / data confirmed 2026-09-24 / next expected 2026-09-25 (values from /api/health.json)

Nearly all of the electricity behind AI computation comes from the grid. This chapter will observe, every day, the day-ahead total load forecast for the EU27 taken together — the load the transmission system operators expect for the coming day, as published on the ENTSO-E Transparency Platform and summed over one area per member state. It is a forecast series and is labeled as such everywhere; measured actual load is not published here until its re-use terms are confirmed in writing. Connected on 2026-09-12 (daily retrieval; history from 2026-08-01 retrieved retrospectively and labeled as such). Two member states — Ireland and Malta — do not publish this item under their country-code area on the platform (the API answers "no matching data"), so the sum covers the 25 published areas; the two unpublished areas are recorded on every point (areas_not_published) and no substitute area is used (see the method section).

Unit: megawatthours (MWh) — the forecast power values (MW) published at 15-, 30- or 60-minute resolution are multiplied by their resolution and summed over the CET/CEST calendar day, then over the 25 member-state areas that publish this item (Ireland and Malta do not publish it under their country-code area; they are counted as areas_not_published, not as missing). "provisional" = fetched on the forecast day itself, or with one or more published areas missing from the sum; refetched daily until final. Machine-readable (with the per-area breakdown and the area list): /eu/api/power_eu.json.

Why this chapter shows "observing", not a judgment

  • This edition has no frozen criterion for judging EU grid conditions as good or bad. The Japan edition's power criterion (reserve-margin thresholds) applies to a different indicator published by a different institution, and we do not transplant thresholds across systems.
  • The series is a load forecast, not a reserve margin and not measured load. Candidate EU indicators will be studied, defined in a versioned document, and frozen before any badge appears — inventing criteria on the page is prohibited by our editorial rules.
  • Until then: numbers, dates, and sources only. Do not infer thresholds we have not written down.
  • What this chapter can say: how much electricity the transmission system operators of the 27 member states forecast, one day ahead, for each CET/CEST day (sum of one area per member state, MWh), as published on the ENTSO-E Transparency Platform under CC BY 4.0; which days are final (all 27 areas present, fetched on a later day), which are provisional, and which were backfilled; which 27 areas make up the aggregate (areas_definition in the JSON).
  • What this chapter cannot say: how much electricity was actually consumed (actual total load, article 6.1.a, is not published here until ENTSO-E confirms its re-use terms in writing); whether the EU grid is tight or has spare capacity (a load forecast is not a reserve margin; no criterion is frozen); conditions in the United Kingdom, Norway, Switzerland or the Western Balkans (non-member areas are excluded), or what any single member state's grid did (the member-state breakdown is machine-readable only).

Definition (v1.0 draft; frozen with the first observation)

  • Which load series, and why a forecast: ENTSO-E lists its day-ahead total load forecast (article 6.1.b) among the data freely re-usable under CC BY 4.0. Its actual total load (6.1.a) is not on that list and remains subject to the platform's general terms and the data owners' rights, so this chapter publishes the forecast, labeled as a forecast in the visible text and in the machine vocabulary (series_kind: forecast, metric id eu.power.eu27_load_forecast). Actual load is added only if ENTSO-E confirms its re-use in writing; it would then be a separate series, never merged with this one.
  • Aggregate: the EU27 figure is the simple sum of the forecast over one area per member state (the list is published in the JSON as areas_definition, with verified and available flags from the first retrieval on 2026-09-12). Two of the 27 areas — Ireland (10YIE-1001A00010) and Malta (10Y1001A1001A93C) — return "no matching data" for this item, so the sum covers the 25 published areas; no substitute area is used (the Irish single electricity market area includes Northern Ireland and is therefore not used). Areas of non-member states — including the United Kingdom, Norway, Switzerland and the Western Balkans — are excluded. A day on which any published area is missing is never marked final: it stays provisional and the number and codes of the missing areas are recorded.
  • Day boundary and unit: the CET/CEST calendar day, as used by the source; forecast power (MW) × resolution, summed to daily energy (MWh). The platform publishes these series as variable-length blocks (curve type A03: a point is omitted when its value equals the previous one), which are expanded before summing. A day is "final" once fetched on a later CET/CEST day with all 25 published areas present; otherwise "provisional" and refetched.
  • Backfill: history retrieved after the series goes live is labeled as retrieved retrospectively (retrieved_retrospectively: true, "backfilled" on the page) and is kept apart from values observed day by day.

Frequently asked questions (what this chapter's data can answer)

Answers are generated from the chapter's machine-readable data (https://ai-lifeline.org/eu/api/power_eu.json); every figure carries its confirmation date and source. Generated 2026-09-24 20:06 JST.

What is the latest EU27 day-ahead load forecast?

For 2026-09-24 (CET/CEST calendar day) the day-ahead total load FORECAST summed over the 25 published member-state areas was 6,600,091 MWh (value status, retrieval time and any published area missing from the sum are recorded on that day's row in https://ai-lifeline.org/eu/api/power_eu.json; Ireland and Malta do not publish this item under their country-code area and are counted as areas_not_published, never substituted). A forecast, not measured load. Source: ENTSO-E Transparency Platform, article 6.1.B (CC BY 4.0).

Is this actual electricity load?

No. series_kind = forecast. This series is the DAY-AHEAD TOTAL LOAD FORECAST published by the TSOs (ENTSO-E article 6.1.b), not measured actual load. Actual total load (6.1.a) is not published on this site until ENTSO-E confirms its re-use terms in writing.

What is the source and how often is it updated?

ENTSO-E Transparency Platform, retrieved daily (CET/CEST day) since 2026-09-12; history from 2026-08-01 retrieved retrospectively and labeled retrieved_retrospectively; page skeleton published 2026-09-03. What can this data not tell you?

What this chapter cannot say (ledger v1.0, approved 2026-09-05; full text in the method section): How much electricity was actually consumed (actual total load, article 6.1.a, is not published here until ENTSO-E confirms its re-use terms in writing); Whether the EU grid is tight or has spare capacity (a load forecast is not a reserve margin; no criterion is frozen); Conditions in the United Kingdom, Norway, Switzerland or the Western Balkans (non-member areas are excluded), or what any single member state's grid did (the member-state breakdown is machine-readable only).
